ORDER OF PROCEDURE - Mr. Burgess asked unanimous consent that, notwithstanding H. Res. 949, during consideration of H.R. 6 pursuant to such resolution, general debate shall not exceed one hour, with 40 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce and 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Ways and Means.

The House received a communication from Mr. John Wingrove, Community Liaison, Representative Andy Harris. Pursuant to Rule VIII of the Rules of the House of Representatives, Mr. Wingrove notified the House that he had been served with a subpoena for testimony issued by the Circuit Court for Queen Anne's County, Maryland, and that after consultation with the Office of General Counsel, he had determined that compliance with the subpoena was consistent with the privileges and rights of the House.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on June 21, 2018, at 9:31 a.m.: That the Senate passed H.R. 770, with an amendment.

The Speaker announced that the House do now recess for a period of less than 15 minutes.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Gene Green of TX to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Trott demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Trott objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
