DEBATE - The House proceeded with one hour of debate on H.R. 5247.

The resolution provides for one hour of debate on each bill. The resolution makes in order only the further amendment to H.R. 4566 printed in the report. No further amendments on either bill are made in order. Section 3 of the resolution makes it in order to consider any resolution reported from the Rules Committee on the day it is reported through the legislative day of March 23, 2018. Section 4 grants suspension authority on the legislative days of March 22, 2018 and March 23, 2018. Section 5 of the resolution amends section 3(a) of H. Res. 5.

Considered under the provisions of rule H. Res. 787. H.R. 5247 — "To authorize the use of eligible investigational drugs by eligible patients who have been diagnosed with a stage of a disease or condition in which there is reasonable likelihood that death will occur within a matter of months, or with another eligible illness, and for other purposes."

The House convened, returning from a recess continuing the legislative day of March 21.

The Speaker laid before the House a message from the President transmitting a request to extend trade authorities procedures for three years. - referred to the Committee on Ways and Means and ordered to be printed (H. Doc. 115-104).

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she received a sealed envelope from the White House on March 20, 2018, at 4:49 p.m., and said to contain a message from the President whereby he submits a Report to the Congress on the Extension of Trade Promotion Authority.

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

ONE MINUTE SPEECHES - The House proceeded with further one minute speeches.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk received the following message from the Secretary of the Senate on March 21, 2018, at 8:52 a.m.: that the Senate passed S. 899.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Trott to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Thompson (PA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Thompson (PA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day
