The resolution provides for consideration of the Senate amendment to H.R. 3249 in addition to providing for consideration of H.R. 8 and H.R. 5895. Each measure will be debatable for 1 hour. For H.R. 8, the resolution makes in order only those amendments printed in part A of the report. For H.R. 5895, the resolution makes in order only those amendments printed in part B of the report.

Considered under the provisions of rule H. Res. 918. H.R. 8 — "To provide for improvements to the rivers and harbors of the United States, to provide for the conservation and development of water and related resources, and for other purposes."

ORDER OF PROCEDURE - Mr. Woodall asked unanimous consent that during consideration of H.R. 8 in the Committee of the Whole pursuant to H. Res. 918, the amendment by Mr. Moulton now at the desk be considered as though printed as the last amendment printed in Part A of House Report 115-711 and be debatable for 10 minutes. Agreed to without objection.

DEBATE - The House proceeded with one hour of debate on the motion to concur in the Senate amendment to H.R. 3249.

Mr. Goodlatte moved that the House agree to the Senate amendment.

Pursuant to the provisions of H. Res. 918, Mr. Goodlatte brought up H.R. 3249 and offered a motion.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on adoption of the Speaker's Approval of the Journal, which further proceedings were postponed earlier today.

Res. 918 — "Providing for consideration of the Senate amendment to the bill (H.R. 3249) to authorize the Project Safe Neighborhoods Grant Program, and for other purposes; providing for consideration of the bill (H.R. 8) to provide for improvements to the rivers and harbors of the United States, to provide for the conservation and development of water and related resources, and for other purposes; and providing for consideration of the bill (H.R. 5895) making appropriations for energy and water development and related agencies for the fiscal year ending September 30, 2019, and for other purposes."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Schneider demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Schneider demanded the yeas and nays and the Chair postponed further proceedings until later in the legislative day.

MOMENT OF SILENCE - The House observed a moment of silence in honor of those who have been killed or wounded in service to our country and all those who serve and their families.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Ms. Stefanik to lead the Members in reciting the Pledge of Allegiance to the Flag.
