Considered as privileged matter. H. Res. 923 — "Providing for further consideration of the bill (H.R. 5895) making appropriations for energy and water development and related agencies for the fiscal year ending September 30, 2019, and for other purposes, and providing for consideration of the bill (H.R. 3) to rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on May 8, 2018, in accordance with title X of the Congressional Budget and Impoundment Control Act 1974."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) demanded the yeas and nays and the Chair postponed further proceedings until later in the legislative day.

PLEDGE OF ALLEGIANCE - The Chair designated Ms. Pingree to lead the Members in reciting the Pledge of Allegiance to the Flag.
