ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the administration of the Oath of Office to the Gentleman from Ohio, the whole number of the House is 430.

ADMINISTERING THE OATH OF OFFICE - Representative-elect Troy Balderson from the Twelfth Congressional District, State of Ohio, presented himself in the well of the House to take the Oath of Office administered by the Speaker of the House.

The House received a message from the Clerk. The Clerk transmitted to the House a copy of the Certificate of Election received from the Honorable Jon Husted, the Ohio Secretary of State, indicating that, at the Special Election held on August 7, 2018, the Honorable Troy Balderson was duly elected Representative in Congress for the 12th Congressional District, State of Ohio. District, Commonwealth of Pennsylvania.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was on the motion to recommit H.R. 1635, which was debated earlier and on which further proceedings had been postponed.

The House convened, returning from a recess continuing the legislative day of September 5.

DEBATE - The House proceeded with 10 minutes of debate on the Lamb motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment adding the status as a recipient of assistance under the tuition assistance program conducted by DOD or other authorities available to the DOD or veterans' education benefits.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Lamb motion to recommit, the Chair put the question on adoption of the motion to recommit and by voice vote, announced that the noes had prevailed. Mr. Lamb demanded the yeas and nays and the Chair postponed further proceedings under later in the legislative day.

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

The previous question on the motion to recommit with instructions was ordered without objection.

An amendment, offered by Ms. Jayapal, numbered 7 printed in Part A of House Report 115-919 to add requirement that student loan exit counseling includes a warning about illegitimate third-party debt relief companies, which offer services for a fee already provided to borrowers free of charge through loan servicers.

DEBATE - Pursuant to the provisions of H. Res. 1049, the Committee of the Whole proceeded with 10 minutes of debate on the Hartzler amendment No. 6.

An amendment, offered by Mrs. Hartzler, numbered 6 printed in Part A of House Report 115-919 to encourage institutions of higher education to have students att end in-person loan counseling sessions.
