POSTPONED PROCEEDINGS - Pursuant to clause 1(c) of Rule XIX, the Chair announced that further proceedings on H.R. 6784 would be postponed.

Considered as unfinished business. H.R. 5787 — "To amend the Coastal Barrier Resources Act to give effect to more accurate maps of units of the John H. Chafee Coastal Barrier Resources System that were produced by digital mapping of such units, and for other purposes."

UNFINISHED BUSINESS - The Chair announced that the unfinished business was on the motion to suspend the rules and pass H.R. 5787, as amended.

The previous question was ordered pursuant to the rule.

DEBATE - The House resumed debate on H.R. 6784.

The House received a message from the Senate. The Senate passed S. 3554 and agreed to the House amendment to the Senate amendment to S. 140.

DEBATE - The House proceeded with one hour of debate on H.R. 6784.

Rule provides for consideration of H.R. 6784. Provides for consideration of H.R. 6784 under a closed rule, with one motion to recommit allowed. Rule also provides for proceedings during the period from November 19, 2018 through November 26, 2018.

Considered under the provisions of rule H. Res. 1142. H.R. 6784 — "To provide for removal of the gray wolf in the contiguous 48 States from the List of Endangered and Threatened Wildlife published under the Endangered Species Act of 1973."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Newhouse demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Newhouse objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Shimkus to lead the Members in reciting the Pledge of Allegiance to the Flag.
