POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 1181, the Chair put the question on agreeing to the resolution and by voice vote, announced that the ayes prevailed. Mr. McGovern demanded the yeas and nays and the Chair postponed further proceedings until later in the legislative day.

The previous question was ordered without objection.

DEBATE - The House proceeded with one hour of debate on H. Res. 1181.

Considered as privileged matter. H. Res. 1181 — "Waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules, and providing for consideration of motions to suspend the rules."

The previous question was ordered without objection.

DEBATE - The House proceeded with one hour of debate on H. Res. 1180.

Considered as privileged matter. H. Res. 1180 — "Providing for consideration of the Senate amendment to the bill (H.R. 88) to modify the boundary of the Shiloh National Military Park located in Tennessee and Mississippi, to establish Parker's Crossroads Battlefield as an affiliated area of the National Park System, and for other purposes; providing for proceedings during the period from December 24, 2018, through January 3, 2019."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Poe (TX) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Poe (TX) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mrs. Torres to lead the Members in reciting the Pledge of Allegiance to the Flag.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received a message from the Secretary of the Senate on December 19, 2018, at 10:55 p.m.: that the Senate agreed to the amendment of the House of Representatives to the amendment of the Senate to the bill with a further amendment.
