Considered as privileged matter. H. Res. 131 — "Providing for consideration of the conference report to accompany the joint resolution (H.J. Res. 31) making further continuing appropriations for the Department of Homeland Security for fiscal year 2019, and for other purposes, and providing for proceedings during the period from February 15, 2019, through February 22, 2019."

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on February 14, 2019, at 12:50 p.m.: that the Senate passed S. 488

The House convened, returning from a recess continuing the legislative day of February 14.

Board of Regents of the Smithsonian Institution - Pursuant to sections 5580 and 5581 of the revised statutes (20 U.S.C. 42-43), and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Board of Regents of the Smithsonian Institution: Ms. Matsui and Ms. Roybal-Allard.

United States Holocaust Memorial Council - Pursuant to 36 U.S.C. 2302, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the United States Holocaust Memorial Council: Mr. Deutch, Mr. Schneider and Mr. Lewis.

Joint Economic Committee - Pursuant to 15 U.S.C. 1024(a), and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Joint Economic Committee: Mr. Beyer, Mr. Heck, Mr. Trone, Mrs. Beatty and Ms. Frankel.

Board of Trustees of the John F. Kennedy Center for Performing Arts - Pursuant to section 2(a) of the National Cultural Center Act (20 U.S.C. 76h(a)), amended by Public Law 107-117, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Board of Trustees of the John F. Kennedy Center for Performing Arts: Mr. Kennedy and Mrs. Beatty.

United States Group of the NATO Parliamentary Assembly - Pursuant to 22 U.S.C. 1928a, and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the United States Group of the NATO Parliamentary Assembly: Mr. Vela.

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mrs. Beatty to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Morelle demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Morelle objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
