DEBATE - Pursuant to the provisions of H. Res. 172, the Committee of the Whole proceeded with 10 minutes of debate on the Hice (GA) amendment No. 23.

An amendment, offered by Mr. Hice (GA), numbered 23 printed in Part B of House Report 116-16 to remove the granting of subpoena authority to the Director of the Office of Government Ethics.

On agreeing to the Lofgren amendments; Agreed to by voice vote.

DEBATE - Pursuant to the provisions of H. Res. 172, the Committee of the Whole proceeded with 20 minutes of debate on the Lofgren en bloc amendments No. 1.

Amendments en bloc offered by Ms. Lofgren, comprised of the following amendments : amendment Nos. 35, 36, 40, 41, 42, 44, 46, 50, 51, 52, 53, 55, 59, 60, 65, 66, and 67 printed in Part B of House Report 116-16.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H.R. 1 — "To expand Americans' access to the ballot box, reduce the influence of big money in politics, and strengthen ethics rules for public servants, and for other purposes."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Crawford to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
