The instructions contained in the motion seek to require the bill to be reported back to the House with new text at the end of the bill stating that this Act shall take effect on the date that the President certifies that meeting the nationally determined contribution of the United States under the Paris Agreement will not result in a net transfer of jobs from the United States to China.
