House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 357 and Rule XVIII.

Rule provides for consideration of H.R. 986 and H.R. 2157. Specified amendments are in order. Provides for consideration of H.R. 986 and H.R. 2157 both under structured rules. One hour of general debate provided for each measure.

Considered under the provisions of rule H. Res. 357. H.R. 2157 — "Making supplemental appropriations for the fiscal year ending September 30, 2019, and for other purposes."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Brindisi to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. LaMalfa demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. LaMalfa objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

The Speaker designated the Honorable Theodore E. Deutch to act as Speaker pro tempore for today.

The House convened, starting a new legislative day.

The House received a communication from the Honorable Peter DeFazio, Chairman. Pursuant to section 3307 of Title 40, United States Code, Mr. DeFazio notified the House that on May 8, 2019, the Committee on Transportation and Infrastructure met in open session to consider twenty resolutions included in the General Services Administration's Capital Investment and Leasing Programs. Copies of the resolutions adopted by the Committee on Transportation and Infrastructure were enclosed. Referred to Appropriations and ordered printed.
