DEBATE - Pursuant to the provisions of H. Res. 436, the Committee of the Whole proceeded with 10 minutes of debate on the Langevin amendment No. 13.

An amendment, offered by Mr. Langevin, numbered 13 printed in Part A of House Report 116-111 to increase funding for the Naval Railgun for common mount development by $10,000,000, and decrease funding for the Strategic Capabilities Office by a similar amount.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Visclosky amendment en bloc No. 2, the Chair put the question on the amendment and by voice vote, annouced that the ayes had prevailed. Mr. Brooks (AL) demanded a recorded vote and the Chair postponed further proceedings on agreeing to the amendment until a time to be announced.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Rule provides for consideration of H.R. 2740. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Providing for further consideration of H.R. 2740.

Considered as unfinished business. H.R. 2740 — "Making appropriations for the Departments of Labor, Health and Human Services, and Education, and related agencies for the fiscal year ending September 30, 2020, and for other purposes."

At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

DEBATE - The House proceeded with forty minutes of debate on H.R. 3253.

Considered under suspension of the rules.

Mrs. Dingell moved to suspend the rules and pass the bill, as amended. H.R. 3253 — "To provide for certain extensions with respect to the Medicaid program under title XIX of the Social Security Act, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

The House convened, returning from a recess continuing the legislative day of June 18.

The Speaker laid before the House a message from the President transmitting a notification of the continuance of the national emergency with respect to the Western Balkans - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 116-41).

The Speaker announced that the House do now recess. The next meeting is scheduled for 2:45 P.M. today.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on June 18, 2019 at 9:05 a.m.: That the Senate passed H.R. 3151.
