House Democracy Partnership - Pursuant to H. Res. 6 Section 104(a), the Republican Leader appointed the following members of the House to the House Democracy Partnership: Mr. Fortenberry, Mr. Conaway, Mr. Smith of Nebraska, Mr. Womack, Mr. Flores, Mrs. Walorski, Mr. Rice of South Carolina and Mr. Mullin.

John F. Kennedy Center for Performing Arts - Pursuant to section 2(a) of the National Cultural Center Act (20 U.S.C. 76h(a)), amended by Public Law 107-117, and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the John F. Kennedy Center for Performing Arts: Mr. Smith of Missouri.

DEBATE - The House proceeded with one hour of debate on H. Res. 460.

Japan-United States Friendship Commission - Pursuant to 22 U.S.C. 2903, and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the Japan-United States Friendship Commission: Mr. Hill of Arkansas.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on June 25, 2019, at 9:21 a.m.: Appointment: Board of Visitors of the U.S. Coast Guard Academy.

Considered as privileged matter. H. Res. 460 — "Providing for consideration of the bill (H.R. 2722) to protect elections for public office by providing financial support and enhanced security for the infrastructure used to carry out such elections, and for other purposes; waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules; and providing for consideration of the bill (H.R. 3351) making appropriations for financial services and general government for the fiscal year ending September 30, 2020, and for other purposes."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mrs. Bustos demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mrs. Bustos objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mrs. Bustos to lead the Members in reciting the Pledge of Allegiance to the Flag.
