POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 938, the Chair put the question on agreeing to the resolution, and by voice vote, announced that ayes had prevailed. Mr. Cole demanded the yeas and nays and the Chair postponed further proceedings on agreeing to the resolution until a time to be announced.

DEBATE - Pursuant to the order of the House of April 23, 2020, the House proceeded with 2 hours of debate on the motion to suspend the rules and agree to the Senate amendment to H.R. 266.

ORDER OF PROCEDURE - Mr. Neal asked unanimous consent that debate under clause 1(c) of rule 15 on a motion to suspend the rules relating to the Senate amendment to H.R. 266 be extended to two hours. Agreed to without objection.

Mr. Neal moved that the House suspend the rules and agree to the Senate amendment.
