Mr. Stanton moved to suspend the rules and pass the bill. H.R. 1569 — "To amend title 28, United States Code, to add Flagstaff and Yuma to the list of locations in which court shall be held in the judicial district for the State of Arizona."

At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

Ms. Lofgren moved to suspend the rules and pass the bill, as amended. H.R. 1044 — "To amend the Immigration and Nationality Act to eliminate the per-country numerical limitation for employment-based immigrants, to increase the per-country numerical limitation for family-sponsored immigrants, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

The House convened, returning from a recess continuing the legislative day of July 10.

An amendment, offered by Mr. McGovern, to make in order amendments specified in Rules Committee Print 116-23 and considered as though printed in Part B of House Report 116-143.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 476, the question was put on ordering the previous question on the McGovern amendment and on the resolution and by voice vote, the Chair announced that the ayes had prevailed. Mr. Woodall demanded the yeas and nays and the Chair postponed further proceedings until a time to be announced.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on July 10, 2019, at 11:18 a.m.: That the Senate passed S. 239.
