DEBATE - Pursuant to the provisions of H. Res. 476, the Committee of the Whole proceeded with 10 minutes of debate on the Ted Lieu amendment No. 23.

An amendment, offered by Mr. Lieu, Ted, numbered 23 printed in Part B of House Report 116-143 to prohibit funds from the Special Defense Acquisition Fund to aid Saudi Arabia or the United Arab Emirates if such assistance could be used to conduct or continue hostilities in Yemen.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Sherman amendment, the Chair put the question on adoption of the amendment and by voice vote, announced that the ayes had prevailed. Mr. Wright demanded a recorded vote and the Chair postponed further proceedings until a time to be announced.

DEBATE - Pursuant to the provisions of H. Res. 476, the Committee of the Whole proceeded with 10 minutes of debate on the Sherman amendment No. 21.

An amendment, offered by Mr. Sherman, numbered 21 printed in Part B of House Report 116-143 to prohibit funds from being used to transfer defense articles or services to Azerbaijan unless the President certifies to Congress that the articles or services do not threaten civil aviation.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H.R. 2500 — "To authorize appropriations for fiscal year 2020 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for such fiscal year, and for other purposes."

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on July 11, 2019 at 11:00 a.m.: That the Senate passed S. 1811.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by the direction of the Chair would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Loebsack to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
