Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on July 17, 2019, at 11:33 a.m.: that the Senate passed S. 375.

DEBATE - The House proceeded with twenty minutes of debate on S.J. Res. 36.

Rule provides for consideration of H.R. 3494 and H. Res. 489 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. The resolution provides for consideration of H.R. 3494 under a structured rule; provides for consideration of a resolution relating to House Report 116-125, if called up by direction of the Committee on Overisight and Reform; provides for consideration of a joint resolution reported by the Committee on Foreign Affairs regarding the Arms Export Control Act; provides for consideration of H. Res. 489.

Considered under the provisions of rule H. Res. 491. S.J. Res. 36 — "Providing for congressional disapproval of the proposed transfer to the Kingdom of Saudi Arabia, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Spain, and the Italian Republic of certain defense articles and services."

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 492, the Chair put the question on ordering the previous question and by voice vote, announced the ayes had prevailed. Mr. Burgess demanded the yeas and nays and the Chair postponed further proceedings on ordering the previous question on H. Res. 492 until later in the legislative day.

DEBATE - The House proceeded with one hour of debate on H. Res. 492.

Considered as privileged matter. H. Res. 492 — "Providing for consideration of the bill (H.R. 582) to provide for increases in the Federal minimum wage, and for other purposes."
