The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to prohibit the use of funds for any entities owned or controlled by a nonmarket country, those subject to certain other trade monitoring or those listed pursuant to section 9(b)(3) of the Uyghur Human Rights Policy Act.
