The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. S. Con. Res. 3 — "Setting forth the congressional budget for the United States Government for fiscal year 2017 and setting forth the appropriate budgetary levels for fiscal years 2018 through 2026."

An amendment, in the nature of a substitute offered by Mr. Yarmuth, printed in House Report 115-4 to strike all after the resolving clause and insert a complete new text.
