H.R. 2131 — "To amend the Homeland Security Act of 2002 to direct the Chief Human Capital Officer of the Department of Homeland Security to improve consistency regarding discipline and adverse actions in the Department's workforce, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

OATH OF OFFICE - Representative-Elect Greg Gianforte, Member At-Large, State of Montana, presented himself in the well of the House to take the Oath of Office which was administered by the Speaker of the House.

ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of Rule 20, the Chair announced to the House that, in light of administration of the oath to the gentleman from Montana, the whole number of the House is 432.

Res. 392 — "Providing for consideration of the bill (H.R. 1873) to amend the Federal Land Policy and Management Act of 1976 to enhance the reliability of the electricity grid and reduce the threat of wildfires to and from electric transmission and distribution facilities on Federal lands by facilitating vegetation management on such lands, and providing for consideration of the bill (H.R. 1654) to authorize the Secretary of the Interior to coordinate Federal and State permitting processes related to the construction of new surface water storage projects on lands under the jurisdiction of the Secretary of the Interior and the Secretary of Agriculture and to designate the Bureau of Reclamation as the lead agency for permit processing, and for other purposes."

The House received a message from the Clerk. The Clerk transmitted to the House a copy of a letter from the Honorable Corey Stapleton, Secretary of State of Montana, indicating that, at the Special Election held on May 25, 2017, the Honorable Greg Gianforte was duly elected Representative to Congress for the At-Large Congressional District, State of Montana.
