The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to add a provision to the underlying bill requiring the road to be constructed using only materials and equipment manufactured in the United States.

Mr. Garamendi moved to recommit with instructions to the Committee on Natural Resources.
