Considered as privileged matter. H. Res. 694 — "Providing for consideration of the bill (H.R. 4712) to amend title 18, United States Code, to prohibit a health care practitioner from failing to exercise the proper degree of care in the case of a child who survives an abortion or attempted abortion, and providing for proceedings during the period from January 22, 2018, through January 26, 2018."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Francis Rooney of FL to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) objected to the voice vote based upon the absence of a quorum, and the Chair postponed further proceedings until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
